Does a child of 3.8 years old need a visa if he is not included in the parents' passports?
I have my own passport, one of the travel agencies said it is necessary, the rest say no.

What is the child's nationality?

A visa to Israel is always required.
Tourists from some countries need to issue it in advance, tourists from others - upon arrival.
Accordingly, the answer is simple: if parents need it in advance, then so does the child. And vice versa.

For Russians, there is a visa-free regime. https://embassies.gov.il/spb/ConsularServices/Pages/visa-free.aspx
For US citizens, too (the author has written in the US profile).

For Ukrainians, too, is not needed. I agree that parents should be looked at

IMPORTANT!!! For everyone who does not see the difference between visa-free and simplified visa regimes:
1. Visa-free regime between Russia and Belarus. Here is an example: I got on a train in St. Petersburg, fell asleep, woke up in Minsk.
And vice versa.
2. Russia had a visa-free regime with Ukraine. Here is an example: I got on a train in Moscow, fell asleep, woke up the border control 2 times (to see the internal Russian passport), fell asleep, woke up in Kyiv.
And vice versa.
3. I boarded a plane at Sheremetyevo or Borispol, landed 3-4 hours later in Ben Gurion, went to the passport control booth, answered questions (including stupid ones), they gave me a B2 visa (now it’s a blue piece of paper the size of business card), went to rest ... But they might not have given a piece of paper (read "visa", i.e. permission to enter).
As a result, just enter Israel (and vice versa, to Ukraine, Russia, etc.) for up to 90 days without the right to work - you do not need to apply for a visa in advance. For those who study or work, visas must be issued as before.

Alex_classic, how annoying that you write this here, and not immediately to the Foreign Ministries of Russia, Belarus, Ukraine, the USA and Israel, they will continue to confuse concepts.
Everything has already been written in bilateral agreements: a visa-free regime is the absence of the need to obtain a visa, including upon arrival. And they can refuse entry to a foreigner both with a visa and with a visa-free regime, this is also spelled out in the agreements.
