Good afternoon! Sorry for the not entirely informative answer, but the only correct solution in this situation would be to call the Israeli Embassy in Kyiv at 044-586-15-00 (they have a day off today, so only from Monday). Here is what they write on their website in general about visas:
“Attention! Those citizens of Ukraine who have a travel document for traveling abroad instead of a foreign passport must still apply for an entry visa to Israel at the Embassy.
(For example: children's travel documents are blue - a visa is required to enter Israel)

It is possible not to issue a visa to a child:
1. If the child is registered in the foreign passport of one of the parents.
2. If the child has his own passport.
