Firstly, transit Schengen visas have been canceled for three years. You get the usual Schengen type C. You need the original voucher for accommodation. Secondly, Croatia itself is now visa-free. How exactly visas will be issued in practice, time will tell. For example, the topic is being lingered that if there is a valid Schengen, then on the dates of its validity, you can travel to Croatia. So you need to clarify it separately, but if you get a Hungarian visa for the transit of Schengen on the way to Croatia, then maybe you don’t need a Croatian one? Sincerely, if you are coming from the south of Ukraine, then the easiest way to get a Romanian visa, the route is simple: Moldova-Romania-Serbia-Croatia !!!
