So I propose to cut the stay first of all in Dubrovnik. A day is the maximum, but more .. well, what to do there. Walk around Dubrovnik and that's all. Then cross the border and blow straight to Budva. He will settle down and take excursions (exactly excursions are your salvation, because they are horseless) to the Bay of Kotor, Tara and Moraca Canyons (this is a MUST to see, you will like it). You can see the rest on foot. The Olympia Express bus runs along the Budva Riviera, and you can go wherever you want for Euro-2 from your nose. Be sure to see the old town in Budva, San Stefan, Przhno. By and large, you can take excursions to the same Dubrovnik. They are very inexpensive.

Plitvica is definitely "worth a mass", but I wouldn't be torn if I had only public transport and suitcases in hand. I would have decided on the area of ​​Split: not a village, but not Split itself. For example Primosten, Sibenik. I would "study" the territory adjacent to Split, including the Krka park, just enjoy nature. I didn’t go to Zadarr and Rijeka, I would prefer the nearest islands, but rather an individual boat trip (like a picnic) to a lonely island, for example, with a lighthouse. Renting a watercraft is not a problem from a boat to a superyacht. No city can compare with the 50 meters clear sea on an island with pines.
I would not only divide Croatia with Montenegro, but also the south of Croatia with the north, especially without a car.

You leave some interesting places for the sake of others, similar ones, and drive 300 km for this.
2. Since you have already bought tickets, I recommend that you abandon Rijeka and Zadar altogether! There are around Split, and there are many places between Dubrovnik and Split. Which are certainly not inferior to paclenica national park and telascica nature park (and what are you going to watch in these parks?)
3. It is very dashing for you from Zadar to Dubrovnik. Please note that there are very frequent traffic jams on the section from Omis to Dubrovnik and the car travels the distance Split-Dubrovnik at least 5 hours! Buses in Croatia are very different - I managed to ride in only one "gas chamber" without air conditioning-Trogir-Split, but it's still fun! Although, of course, there are also modern ones with air conditioning. But how do you know in advance where you will end up? And most importantly, such a transit. 4d. Inspect Plitvice and drive to Zadar. If Plitvice Lakes are important to you, then Zadar is worth a look. If you don’t go to Plitvice, then you don’t need Zadar either! See evening Zadar. Overnight there.
5d. You can stay in Zadar (see the islands of Pag and Nin). Shopping, for example. Stay overnight there.
6d In the morning you drive to Sibenik. There or see Sibenik and drive on. Or go to the Krka National Park. In "my" version, there is more Croatia than Montenegro. Let me explain. Whatever one may say, you have a journey from Split to Tivat. Therefore, it is reasonable to look at everything in this gap and only then think about whether it is worth moving away from this line. And if Plitvice is a must for you, then it’s not at all clear why Tivat was chosen and if you don’t want to go to the north of Croatia. Therefore, Croatia is "more important" in the route.
If you discard Plitvice, Zada ​​and Rijeka, then the maximum from Split to the north is Sibenik + National Park Krka (not to be confused with the island, which is much further north) - and then you can "shove" the rest of Montenegro. But, it is more difficult to travel by public transport in CG than in Croatia, although it is much cheaper. Cheaper and excursions to CG-distances are not big.
The cities of Croatia are much more beautiful than the cities of Montenegro and much cleaner - both the sea and in general. But more expensive - housing, food, transport is especially noticeable. Nature is pretty much the same. If you are in Biokovo, there is no point in going to the Czech Republic in Lovcen, for example.
In Croatia, there is an insane number of different-sized islands - you can both ride ferries-boats (public transport), or rent and sail to uninhabited islands - their darkness. There is no such thing in CHG.

So I am seriously considering the option of renting a taxi in Dubrovnik. Fly to Dubrovnik to rent a car for 2 weeks. Skate almost all of Croatia, move to Montenegro literally for 2-3 days, I have already been there, sunbathe, maybe even go to Zabljak .. and back to Dubrovnik, return the car and go home.
You can also Option: fly to Dubrovnik, take a car to drive around Croatia, then hand it over in Dubrovnik, move to Montenegro by bus and have a rest there for a week. Back through Tivat.
But in any case, I highly recommend that all "savage" tourists, before taking air tickets, draw up an itinerary. First, the route, completely ready, with a schedule of stay and with the possibility of renting a car, and only then tickets. Because there are many airports on the Croatia-Montenegro route, there are many options. Why put yourself in a rigid framework in advance?

flew into split and stayed for 2 nights. walked, potynyalis, bought. the city is so-so .. it's not worth staying longer. from the split we went to skradin through sibenik (it was possible to get there directly, but we would have to wait until the evening). in skradine we stopped for 1 night. in the morning we left our things at the reception and went to the krka park. the park is very beautiful, the waterfalls are the bomb! bought, walked. from the park we returned to the hotels for bags and went to wait at the bus stop until Zadar ... but, as it turned out, we didn’t make it in time (they confused the time of departure from Skradin with arrival but Zadar) and went before Zadar by taxi for 500 kn for 4x. Spent 3 nights in a zadar. I really liked the city! especially the sea organ on the waterfront. Day 1 we just rested and lay on the beach, day 2 we went on a boat trip to the Kornati Marine Park. walking all day, from 9 am to 6 pm, is very tiring and nothing special. after a walk at 8 pm we rented a car (fiat punto for 400 kunas) and at 9.30 am we packed our bags in the car and drove to Plitvice. it is very beautiful there! (but a lot of people .. and it was the recession of the season) spent 6 hours there.

After settling in, we went for a walk. we reached the old city on foot from our point of deployment (it took 30 minutes to walk slowly). walked around the old city and returned (decided to sleep in the heat). after sleep, we went for tickets to the bus station to herceg novi. in the evening we bought and slept again)) in the morning we took a bus to the old city. again bypassed the city only this time along the perimeter of the fortress. wandered inside the city and climbed the cable car (nearby, it can be seen from the fortress. From the mountain you can see the whole of Dubrovnik, Montenegro and Bosnia and Herzegovina. After the cable car we returned for bags and went to the bus station, from there to Herceg Novi.

herceg ovi is a calm, quiet town (for pensioners and couples with children)) where we spent 6 nights in one place. in Montenegro there were already an order of magnitude more Russians. and after Croatia, Montenegro smelled sharply of a "scoop". for a couple of days we rested with the kids on the beach)) then we rented a car and drove along the coast. to Saint Stephen. a very beautiful place! but on the beaches under the peninsula, equipment rental is mandatory. . . the cost of which is 75 euros. . . . just think about it! I have never seen such audacity anywhere else. . (Although on the next beach inventory for 50 euros) and the hotels under these beaches are like that. . . at least don’t come close)) the next day we went on a tour of the quarry of the Tara and Moraca rivers. very, very much! True, I had to take the car again and go on my own. . it would have been cheaper and more interesting. on excursions we were constantly urged on and we visited, in addition, places that were not very interesting for us. .. even though the roads in Montenegro are already solid serpentine. . anyway, the coverage is very good. nature bomb! and there are no people !!!!! a couple of excursions arrived. . but they were not visible. I especially liked the black lake! It's worth staying overnight in Zabljak. maybe for two nights
