If you are 100% sure that the refusal to issue a visa is not justified, always resubmit the documents and preferably in person.
If your passport was returned and there is one stamp with the date (it is put by the French when receiving documents for a visa) - this is not yet a refusal. And, therefore, there are many chances to receive a visa when re-applying. But if there are two stamps in the passport - the second one with the letters A B C D and the numbers 1 2 3 - this is already worse, but also not fatal. The letters are the type of visa (all short-term tourist visas are C), the numbers are the reason for the refusal. If the numbers 2 or 3 are underlined, this means that there are shortcomings in the docs or they want to see you personally. If 1 is underlined - problems in the host country, etc. This, as you understand, is the worst option.
The French do not understand what it means to annul a refusal. For them, canceling a denial is simply sticking a visa stamp over the denial stamp.
Therefore, if you have a C-1 refusal, you can be put on a "three-month quarantine", after which you have the right on a general basis to try again to get this ill-fated visa.
