How do you know that the visa is not ready? They usually do not give such information over the phone, they do not like to answer the phone. Even if an announcement is posted on the stand at the embassy or consulate: “Today issuance of visas for such and such a date”, you can safely stand in line for receipt, with a high degree of probability you will receive your visa.
