We were in Lloret in the middle of July. The water temperature was around 20-21 degrees. If this is normal for you, then you will swim. I don’t bathe at this temperature at home, but there I forced myself to plunge for a few minutes.
The weather was hot, you can't sit on the beach without an awning. There were a lot of people, but there was enough space on the beach for everyone :)
So it is difficult to advise, everyone has their own threshold of thermal comfort.
