I was in Karina, of all the listed ones I would recommend this hotel. But Hurghada is colder there than in Sharm, my friends caught a cold, there are fewer fish, there is often nothing to do outside the hotel. Charm is better of course. With a limited budget, I would choose either Karina or Panorama (Naama - the main street), and at worst I would take a triple in the old town (you can go for shrimp in the evenings). Now many people take the cheapest troika in the Old City and eat cheap fruits and seafood soup, etc. to save money for the tour.
