Shores aloha 4 * or Golden 4 *, Sonesta club 4 *, Sharming inn 4 * - all are relatively budget. Aloha on the first line, the rest - the 2nd. There are heated pools everywhere. The beach in Sonesta across the road (10 min walk), Golden - similar (7 min walk), in Sharming inn - the bus from the hotel also takes about 10 minutes. Look at CLUB REEF 4 * + - I was there in December - everything is pretty decent as at 4 * - in the relaxation zone - a small heated pool, the sea is the first line, although the beach is small.
