A one-year-old child is comfortable where his mother is comfortable. So the mother should choose a hotel according to her needs and capabilities. There are many excellent hotels in SHES. From my own experience, I will note Savoy, Grand Rotana, Renaissance, Intercontinental Garden Reef, Shores Egypt, and even with a one-year-old child ... A very controversial issue!

From the budget "5" I can advise "Continental Garden Reef" (see my review of "Continental Plaza" - two nearby hotels with free movement).

If you plan to arrive in Egypt at Taba Airport, then you will not find a better hotel than Movenpick. Meets all your requirements, but far from W-e-Sh. 4 hours by bus. The child will be tiring. We often go to this hotel. Right on the border with Israel. Good smooth entry into the sea (no pontoons). The sea is always calm. Close to a beautiful reef.
