I want to say one BUT ... I'm not sure that with the passport of the parents (and in the absence of the parents themselves) the children will be released. 100% option - in the passport office at the place of registration, children's travel cards (the so-called children's passport) are issued. Their validity period is 3 years (just enough until an adult document is received). To it (children's travel card), add notarized powers of attorney from both parents (everything is exactly as Nadine described) and the children themselves :). Have a good rest!
