The bottom line is that when crossing the border with Russia, citizens of Ukraine are given these cards and you need to fill them out - they give the right to live in Russia for a maximum of three months with registration. We also fill out these cards, if the plane departs from Rostov. Since we are flying further, we indicate the purpose of the trip - transit, indicating the days of transit - this time you can stay on the territory of Russia without registration. These data are driven into the computer. At the airport, we hand over these cards at check-in for the flight (without them they will not be put on the plane). Upon arrival, the procedure is reversed - at the airport we fill out the same cards for the same purpose - transit. At the border with Russia, the cards are handed over. Precisely because we are flying abroad - we write off all the data from international passports, and an exit stamp is put in them.

After all, it was the Russians who were the first to come up with this method of punishment. Recently, in general, they stopped putting stamps in a foreign passport, well, at least when crossing the borders of Ukraine and Moldova, they answered my question about what, now everything goes through a computer and one database.
