I think a lot depends on the hotel. But in general, from my many years of practice, there were no unpleasant cases with safes or reception. Somehow I happened to keep a rather large amount in one of the hotels in Hurghada, no problems arose.

Choose hotels with a safe in the room. We keep documents and money there, but there is little or very little money. There has never been a case of something hanging from the safe, but I don’t know for what reason :)

Personally, in my opinion, even though it is not convenient, it is safer to have a safe at reception. A very limited number of people from the staff have access to them, and it is more difficult for them to go there unnoticed. But it’s easier to get to the safe in the room, it’s always out of sight, you go into the room and do whatever you want with it, and there are quite a lot of staff who are engaged in maintenance and repair in the rooms. The safes themselves in the room always have options for emergency opening and they have nothing to do with the combination lock. Tourists with great regularity, because of drunkenness or because of inexperience, have problems with safes, and when a wizard is called, it takes 10-15 seconds to open it. Personally, I've been lucky so far. There were no problems either in the rooms or at the reception. So it's up to you which is safer.
