All three Azuras used to be the same territory, now Arabella has seceded. I would choose Arabia or its separate building Bel Air. There is also Azur Citadel, it is located outside the city (now it is probably better), the reef there is beautiful and lively, I saw it myself. But the hotel is more expensive than the entire chain of dollars by 300-500. But the hotel itself is completely different category.

I advise Al Nabila Grand in Makadi Bay. There is a VERY comfortable and quiet bay, without wind and currents, BUT there is a GORGEOUS REEF!!!
