Only by plane and even then you will have to make a visa, but this is done by the agency from which you will order the tour. A plane flies from Hurghada to Taba and only from Taba to Israel. I went from Marwan Tours. I traveled all over Egypt with them, I really like Egypt, especially the Red Sea. In general, there are very few excursions from Hurghada, since the resort is very remote from all interesting places !!! Good luck on your trip!!!!
