I do without fins when I swim close to the shore. Just in coral shoes. I take fins only when I swim already in the sea. But if you order a tour on a katkre, then they will give you them for free

If your swims do not differ in something special, then you can do without fins.
But if you are into underwater photography, fins are a must, because without them it will be difficult for you to fixate.
