Let's start with the fact that there are no car rental companies in Narva. There is www.avis.ee but in Jõhvi (this is a little further after Narva, towards Tallinn.
www.yesrent.ee/eng.html they speak Russian. They will deliver the car from Tallinn to Narva and then pick it up. This service will cost 51€ x 2 times (receipt + return).
In comparison: a bus ticket from Narva to Tallinn (where the rental options are much wider) costs 16€.
