The Germans follow the instructions very precisely. And if you need to appear "PERSONALLY" for an interview, it means Personally. If busy, reschedule the date of the interview.

I had to get visas at different embassies. The Germans are one of the most meticulous. There was a case when I was standing in line for an interview at the German consulate and out of 9 people, a visa was given to me and another woman. They often have their own internal directives there. And then you need to remember that there is a common database in Schengen and if, say, you received a Fine, or you left Schengen at the wrong time, or some other violations, then the probability of refusal at the German Consulate increases dramatically.
