As far as I can understand, a protocol is drawn up only if something is seized. If something is opened and then NOT seized, then since this is not a package, but a transfer with a person, then nothing is issued. Your bag is carried by a person - it is opened in front of him. He is considered the owner of the bag. Keep in mind that if the customs officer asks if this is his bag, he will say that this bag is NOT his, but he was simply asked to take it - he may have problems. By default, he is considered the owner of the bag. Therefore, there will be no act. If they seize something, they will draw up a protocol against THIS person.
