You are simply from Russia, therefore, in terms of prices, this is not the ultimate truth (since I myself am from Kyiv), but you can focus on 600 euros with a flight per person. This is 3 stars. It probably makes no sense to take a higher category, given the nature of your holiday. Usually only breakfast is included in the price. And the rest of the time you will eat at your own expense. At a minimum, you need to focus on 2000 euros along with tickets, hotel and accommodation. It's unlikely to be cheaper. If only you can save on airfare. For a family holiday, I advise Paphos. There is a unique zoo, a pretty decent water park, archaeological sites, the Akamas reserve, the birthplace and baths of Aphrodite. Among Russian tourists, Roman Hotel is popular in the center of the tourist area, close to attractions and not far from the port and the sea. As far as I know, the hotel is inexpensive, three stars, but the actual service is largely four stars. In the MUST CAFE restaurant opposite the Roman Hotel (across the road) you can arrange and eat for 20-30 euros per day. They speak Russian there (chief Eleutheria) and will be greeted like family.
