Theoretically, when flying by plane and having a visa with two entries and exits, you can go on an excursion to another country, but before that, I personally advise you to show your passport to the guide and ask again, in order to avoid, so to speak, a trip home directly from Romania :)

If you want to travel from Bulgaria on an excursion to Romania or Turkey, then this can be done if you have 1) an annual multiple visa or 2) a double entry visa. Therefore, I can say that the sea in Romania is much worse than in Bulgaria, the service too. I don't recommend staying there. We went for the second time precisely because there is something to see there. And those who traveled to Romania from Bulgaria, then very much praise the excursion for two days.
