Not according to the Balchik resort with Poola there is a beach there, very nice. I advise the hotel Victoria or Jupiter, there is a swimming pool, and next to the beach - just go across the road. You can also consider the Oasis and Helios hotels as an option - they are right on the beach and there is very good service. But they are not cheap.
