The roads are bad, both inside the cities and between them. It was not customary for Albanians to travel under the former authoritarian leader. The only decent road with 2 lanes in each direction is between Tirana and Durres, the rest of the tracks are very poor, there are a lot of steep serpentines in the mountains, in principle there is no asphalt in many places. Driving culture is not the highest.

Dear ollenka! I don't know when you were in Albania, you are wrong about the roads! We have been living in Albania for three years and we know all the roads by heart. The beautiful highway Tirana - Durres, the highway Durres - Vlora = Fier - Gjirokaster, if you go to Saranda not through Gjirokaster, but along the coast, then there is really a serpentine, but the roads are paved. Maybe somewhere pieces of 500 meters are not very good, but where they are not, for example, in Russia !!!! That year, a new route with the Tirana-Elbasan tunnel was launched. This year in Albania, a lot of things have been brought and are being put in order.

I support ollennka about roads and driving culture! Roads in Albania cannot be called good! Good roads in Germany, Holland, Belgium, Croatia, partly in Italy, even in Belarus are good. In Albania, they are rather tolerant))) You can live, but I highly do not advise beginners. A couple of main routes, more or less, a little to the side and a complete ass. In some places there is no asphalt coating, dust, no signs, signs.
I also readily believe that they are actively building new roads and infrastructure. Was in 2014, on a car.
