Ruined holiday before check out

I want to warn everyone who plans to go on tour with this travel agency. I ordered a tour to Volyn from Kharkov a month before the trip, on July 24th. I made an advance payment in the agreed amount, provided all the documents, for my part, I fulfilled all obligations. When ordering the tour, I emphasized to the manager that I really ask that we have 2 lower shelves on the train and that I am even ready to pay extra for a luxury car. It was a fundamental question. The manager Anna immediately told me that it would most likely not be possible to take 2 lower shelves, but one upper and one lower would definitely be. This option worked for me. I was absolutely calm that everything would be fine. As a result, 2 days before departure (August 18), I find out that we have tickets from Kharkov to the 2 upper shelves. To my perplexed questions, how did it happen, you promised, they answered me in a monotonous voice that there were no tickets, no other options were possible. In addition, the same manager Anna assured me that a month ago, when I paid for the tour, there were no tickets.. Then the question is: why did they promise at least one lower shelf? If I knew that the travel agency is not able to resolve the issue with tickets in a month, I would have dealt with this issue on my own. But I relied on the "professionals" and their promises. As a result: a spoiled mood, a lack of understanding of how to get out of the situation 2 days before departure, and an awareness of the indifference and unprofessionalism of the "100 Rest" team.
