You can choose a hotel in the Deira area - it's a 5-10 minute walk to the shopping areas, while from the hotels there is a free shuttle to the beach every morning. The beach hotel is good, but firstly, it's boring (unless you book excursions every day), and secondly, it's far from the city (you can't walk, but it's beautiful there in the evening :)) Good luck! I forgot to add - some hotels have Russian-speaking employees, and merchants have long known the basics of the Russian language, and no one has canceled the sign language yet - the people there are kind, always happy to help :) from Moscow to Dubai fly 5 hours.

If you like a quiet rest, then a city hotel is unlikely to suit you, you can choose the Jumeirah region, but it is 2-3 hours from it to Dubai or Sharjah, the region is cheaper, but Dubai is 15-20 minutes from here.
