We were in the UAE in 2006 at the Ajman Kempinski Hotel. We also took only breakfast, but then the prices were not "normal" in restaurants, though it was possible for 35 USD. per person in the restaurant where they had breakfast for dinner (buffet), the rest also went 1 time: Indian, Chinese, Italian, it turned out for 4 people 600-800 dirhams.
As for the dress code, they didn't bother much.
