If you have an air transit between two countries, lasting no more than 96 hours, you do not need to apply for a visa.
Example First country-> Singapore-> Second country = Visa free for 96 hours.
In our case, the route was Malaysia->Singapore->Malaysia and we had to apply for a visa.
