From my own experience I can say that the hotel "Aquarius" is one of the best in Budva. Good quality for a normal price. The hotel is located in the center of Budva on a quiet street, near a supermarket, market, discos and all that.
The city beach is 1 minute walk, but it is better to visit Mogren beach - it is cleaner, there are sunbeds for hire (entrance 1 euro, sunbed - 2, umbrella -2).
The hotel has its own restaurant, where they cook very tasty, there is a menu in Russian, breakfast + dinner will cost about $ 8. Great staff, good service. What more could you want!?!
I advise you to visit the "Secondo Porto" disco in the city of Kotor (one of the best discos in Montenegro), a taxi from Budva will cost about 20-25 euros. Budva is a paradise for young people!!!
