In principle, it would be possible to raise it to level 4, because the hotel has good infrastructure - a swimming pool, a sauna, a fireplace room with a large TV, a separate bar. The staff is pleasant and friendly. The food is decent, a solid four. I went around all the nearby hotels and made sure - Panorama is one of the best. A very big plus of the hotel is only 10 rooms and a large developed infrastructure, which does not bother with an abundance of screaming, pushing tourists. For information - the hotel costs 115 dollars for a double room with 3 meals a day and a free transfer to the ski lifts. For 9 days of skiing, my son and I paid 450 lari (256 dollars) for the lifts. Bring your own skis and snowboards. I was not interested in renting equipment. The trails are excellent for all categories of skiers. Only on Saturday and Sunday there are queues for the lifts (locals come to ride, usually from Tbilisi. On weekdays, the slopes are free, you can ride all day and not stand in line for a lift for a minute.
