The restaurant is a Soviet canteen at the Ustyezhopinsky mowing plant. Food for those who don't care what they eat. Edible but tasteless. The cook either sleeps with his head on the table or picks his nose.
The staff doesn't give a damn about anything, so don't expect anything special like cordiality and courtesy - they earn so little that it's simply inhumane to demand it from them.
Safe at the reception - plywood cells with a primitive key, but it is better to keep money there than in the room. I recommend wrapping large amounts in adhesive tape, so it is not possible to pull out one of the packs.
Another plus is the location. A 3-minute walk from Mermaid Square but Sheraton Road, i. e. the very center. For lovers of nightlife, the discotheque of the Ministry of Sound is nearby. Marina 5 minutes walk.
All of the above did not spoil our mood (dirt, dust, the general decrepitude of the hotel I left out of brackets) - we had other tasks, and we knew what awaited us.
General summary: very cheap and very cheerful!
