On the initiative of Admiral Lazarev, the Maritime Library was erected on the Central Hill of Sevastopol in 1849. During the siege of Sevastopol in 1855, the building burned down. Only the Tower of the Winds, which decorated the ventilation duct of the book depository, has survived, located not far from the Vladimir Cathedral. The building, octahedral in plan, with a rusticated lower tier and arched openings at the top, ends with a wide frieze with high relief images of the mythical gods of the winds and a cornice with lion masks. The hipped roof with a spire was previously crowned with a weather vane.
