A tall building on a hill in the center of Chuguev with a clock tower was built in 1831 by decree of Emperor Alexander I to house the headquarters of 8 military settlements of the Kharkov province and the corps of military topographers, in which young Ilya Repin studied in 1857. After the liquidation of military settlements, the building housed various military training centers and courses. In 2010, after repair and restoration work, the Chuguev Art Gallery was opened in the building of the former headquarters, which is part of the Chuguev Art and Memorial

The basis of the art gallery was a collection of works by Soviet artists, sculptors and masters of arts and crafts - laureates of the State Prize. I.E. Repin, awarded from 1966 to 1991 to the most interesting works in the genre of realistic art.
