There is a museum near the Eye. We decided to go to the museum first, because I personally am more interested in the history of the construction of the wheel, and not the views from it. The museum periodically runs a great 3D demonstration of what you can see on the wheel, and for free. In general, in the end we decided not to take tickets for the wheel.
