It's better to go there. On each beach there are places where you can sit with your blanket and umbrella at any time. There are no problems with food, it is better to buy products in cheaper supermarkets. In general, the country is simply fabulous, we came to Budva for the second time. We were on excursions around the Bay of Kotor, swam in a blue cave, were on the Canyons and on Skadar Lake. Everything was VERY GOOD! We want to come to Montenegro more than once!
