Well, the transfer is not a problem: the airports are full of taxis. You buy a charter in turag-ve. As for the documents, I can’t say for sure, we are from Ukraine, we also need a visa. This year we talked in Montenegro with the Russians, cat. went to Croatia, it seems they only had vouchers... Although really, it's better to call the embassy (or go to the site) and find out for sure. A medical insurance is bought in any travel agency.
