I traveled with a giraffe three times already - Egypt, Tai, Slovakia, absolutely no questions arose for the agency, although there were questions for operators. ..
For example, instead of Thailand, there should have been India (Goa) - when there were some difficulties with the return flight (I don’t remember whether it was canceled in advance, or something else), the agency helped to choose another option as soon as possible (up to flight was less than a week away. As for Europe - for some reason, many operators suffer from garbage and give documents only before the trip right at the station (or at the airport). When I went to Slovakia (the tour was from Kyiv), until the last moment I didn’t know if I had a visa in my passport, because I received my passport back in Kyiv half an hour before the train left ... Return train tickets from Uzhgorod were generally issued after returning from Slovakia right at the station - it is absolutely incomprehensible why it was impossible to issue them in Kyiv before leaving.
In general, the task of a travel agent is to help in choosing and designing a tour, as well as to be a link between the tour operator and the client ... If the tour operator is shit and does not inform clients about the cancellation of the tour in advance - I would not go with this tour operator and the agency next time nothing to do with it.
